Threatening thousands in Mulmaster and leveraging it to push around the nobility of Waterdeep, Amphail and the other powers? Distracting those august persons from caring for their own citizens because they must scramble to document all of their members of their faction, regardless of how deep the cover goes? There are sure to be some missed in the records. Paperwork is never perfect... and Mulmasterites will die for it. Curse those red devils!
